ARTICLE 7 THE NATIONAL EXECUTIVE COUNCIL
7.1 There shall be a National Executive Council which shall be responsible for all administrative matters in the Church.
7.2 THE NATIONAL EXECUTIVE COUNCIL MEMBERS
The National Executive Council shall consist of seven (7) members as follows:
(a) The General Superintendent
(b) The General Secretary
(c) The National Missions Director
(d) Four Ordained Ministers
7.3 DUTIES OF THE EXECUTIVE COUNCIL
(a) It shall be accountable to the General Council
(b) It shall ensure the implementation of decisions and policies of the General Council.
(c) If there are cases of emergency, NEC may act for and on behalf of the General Council and report accordingly.
(d) It shall have the duty to receive reports and minutes or memoranda from movements, ministries, Fellowships,Committees and Boards and report to the General Council
(e) In case the General Superintendent or General Secretary or the National Missions Director is incapacitated, the NEC shall appoint an Acting General Superintendent or an Acting General Secretary or an Acting National Missions Director for a period of not more than one (1) year as the case may demand.
(f) In case of the death of the General Superintendent or General Secretary or the National Missions Director, the NEC shall within three (3) months convene a meeting of the General Council to elect a new General Superintendent or a General Secretary or a National missions Director as the situation may deem appropriate.
(g) The NEC in consultation with the General Council,District Pastors and other responsible persons or bodies shall discharge its duties in terms of callings, upgrading, appointments, impeachment, dismissals, transfers and retirement of ministers and national office holders of the Church.
(h) The NEC may recommend issues of policy to the General Council for consideration.
(I) It shall have the powers to take any or all the necessary administrative measures in any matters which are not provided for in this constitution, if such measures are not contrary to the basic provisions of the constitution.
(J) When the General Superintendent proceeds on leave, conference or studies the NEC shall appoint one person from the Executive Council with the exception of the General Secretary and the National Mission Director to Act as the General Superintendent until his return.
7.4 CRITERIA FOR SELECTION AND ELECTION OF THE NATIONAL EXECUTIVE COUNCIL
The office of the National Executive Council shall be chosen from the ordained ministers,having one or all of the following qualifications:
a) Be an Apostle or Prophet
b) Serve the Church for not less than twelve years
c) Be a District Pastor
d) Having a proven Ministry
The existing National Executive Council of the Church shall nominate six (6) candidates from among ordained Ministers and present them to the General Council for voting. Four (4) of the candidates who obtain the highest of the votes cast shall serve on the next National Executive Council along with the General Superintendent, General Secretary and the National Missions Director.The General Superintendent, General Secretary and the National Missions Director shall be elected by the General Council. An incumbent General Superintendent or General Secretary or National Missions Director will seek two thirds () majority approval of the General Council to serve a second term. If approval is refused by the General Council, new candidate(s) will contest for the position(s).
7.4.1 VOTING
Election of the National Executive Council shall be by secret balloting.
7.5 FILLING OF VACANCIES
In the event of vacancies in the National Executive Council through retirement,demise or death, resignation,removal or expiration of term of office the following procedure shall be implemented to fill the vacancies.
(I) For one (1) vacancy two candidates shall be nominated by the General Superintendent of the Church and presented to the General Council to be elected by a simple majority.
(II) For two (2) vacancies, three candidates shall be nominated by the General Superintendent of the Church and presented to the General Council to be elected by a simple majority.
(III) In case of three (3) vacancies, four (4) candidates shall be presented for election; the three of the four who obtain the highest votes shall be elected.
(IV) The voting shall be by secret balloting.
7.6 MEETINGS
Meetings of the NEC shall be as and when necessary. The General Superintendent shall chair all NEC meetings, but in his absence the Acting General Superintendent shall chair all meetings of the NEC. Five (5) of the National Executive Council members shall form a quorum for all meetings.
7.7 TERM OF OFFICE
The Executive Council Members term of office shall be five (5) years. Members of the Executive Council may be re-elected for further terms.
ARTICLE 8 REGIONAL EXECUTIVE COUNCIL
8.1 There shall be a Regional Executive Council which shall be the highest policy-making body in the region for the Church. It shall be chaired by the Regional Superintendent.
ARTICLE 9 DISTRICT EXECUTIVE COUNCIL
9.1.1) There shall be a District Executive Council which shall be made up of all ordained, licensed and probationary Ministers, Elders, Deacons and Deaconesses in the District.
9.1.2) In the absence of the District Pastor on studies or course, leave, etc, the District Executive Council shall appoint a minister to act until he returns.
9.1.3) In case the District Pastor is incapacitated, the matter shall be referred to the NEC to appoint a new District Pastor to fill the vacancy.
9.2 FUNCTIONS OF THE DISTRICT EXECUTIVE COUNCIL
(I) It shall be the highest decision and policy-making body in the District.
(II)It shall discuss and decide on issues that affect the welfare of the local churches within the District.
(III) It shall have the powers to elect Executive Committee members in the District.
(IV)It shall receive and approve reports and memoranda submitted by the various departments, ministries and fellowships of the Church within the District
(V)It shall appoint and review District officers or leaders.
(VI)It shall be the sole body to give approval of the District Budget.
9.3 MEETINGS
It shall have its meetings at least once every three (3) months within the year, but it may call for an emergency meeting.
9.4 DISTRICT PASTOR
The district shall have a District Pastor appointed by the General Council on the National Executive Council’s recommendation.
9.4.1 DUTIES OF THE DISTRICT PASTOR
(a) He shall be accountable to the NEC in all matters of administration of the Church within the District.
(b) He shall preside over every meeting of the District Executive Council and the District Executive Committee. He shall also chair District Convention and other District programmes he attends.
(c) He shall see to the implementation of the policies and decisions of the General Council and the NEC within the District.
(d) He shall perform such duties as shall be assigned to him by the NEC.
(e) He shall be an ex-officio member of all Ministries, Departments,Fellowships,Boards and Committees of the Church within the District.
(f) He shall have mandate to organize seminars, retreats, crusades and such other programs which are not contrary to the services of the Church.
9.5 THE DISTRICT EXECUTIVE COMMITTEE
The district shall have an Executive Committee which will be responsible for administration and implementing the decisions of the NEC in the District.
9.5.1 COMPOSITION OF COMMITTEE
It shall be made up of the following;
a) The District Pastor
b) All serving ministers
c) The District Secretary
d) Chairman of the District Finance Committee
e) Three (3) Elders
f) Two Deacons and Deaconesses
g) Two departments or ministries or fellowship leaders
9.5.2 FUNCTIONS
The functions of district executive committee (D.E.C) shall be the following;
a) Be responsible for the day to day administration of the district
b) Implements all the decisions of the district and NEC
c) Have general oversight responsibility of all the activities of the district
9.5.3 APPOINTMENT OF OFFICERS
The District Pastor in consultation with his leaders will appoint people to form the executive committee
9.5.4 TERM OF OFFICE
The term of office for Executive Committee Members shall be two (2) years and may be reviewed for further terms.
9.6 DISTRICT SECRETARY
There shall be a District Secretary who shall be an elder, a deacon or deaconess.
9.6.1 FUNCTIONS
a. He /she shall take minutes at District Executive Council and Executive Committee meetings.
b. Be accountable to the District Pastor on the day to day administration at the district
c. He /she shall discharge such other functions as directed by the district pastor.
9.6.2 ELECTION
The District Pastor in consultation with the District Committee shall nominate one elder, a deacon or deaconess to be voted upon by the District Council. The nominee shall obtain two thirds ( ) majority of votes in the election.
9.6.3 TERM OF OFFICE
The person elected shall hold office for three (3) years and may be reviewed for further terms.
9.7 DISTRICT FINANCE CHAIRMAN
The District shall have a Chairman of Finance who shall lead the Finance Committee. He shall be an officer of good reputation and integrity with fair idea on accounting.
9.7.1 FUNCTIONS OF THE FINANCE CHAIRMAN
a) The Finance Chairman shall be accountable to the District Council and the District Pastor
b) He shall chair meetings of the Finance Committee
c) He shall have oversight of all the finances of the district
d) He shall ensure that all financial policies of the Church are implemented
e) He shall discharge such other functions assigned by the District Pastor and the District Council or Executive Committee from time to time
9.7.2 ELECTION
The District Pastor in consultation with District Committee shall nominate one good or reputable officer to be voted upon by the District Council. The person nominated shall obtain two-thirds ()majority of votes in the election.
9.7.3 TERM OF OFFICE
The person elected shall hold office for three (3) years and may be reviewed for further terms
