ARTICLE 11 THE ADMINISTRATIVE STRUCTURE/BODY

11.1   GENERAL SUPERINTENDENT

The Church shall have a General Superintendent who shall be the leader over all other officers and members of the Church.


11.1.2   QUALIFICATION

1) He should possess all the qualities in 1 Tim. 3:1-7& Titus 1:5-9

2) He shall be an ordained District and Mature Minister of the Church.

3) Must be spirit filled with high reputation in both the Church and outside the Church.

4) Must be enlightened and be able to communicate effectively and internationally.

5) Must be able to divide the word of God effectively.

6) Must be a person who has held other national position(s) before.


11.1.3 FUNCTIONS

(a) He shall chair the National Executive Council and the General Council meetings

(b) He shall be an ex-officio member of the ministries,fellowships,departments, Boards and committees of the Church.

(c) He shall chair every meeting, convention or rally he attends.

(d) He shall direct action on issues and correspondence pertaining to Missionaries and External Branches

(e) He shall be the chairman of the Missions Board

(f) He shall assign to the General Secretary and the National Mission’s Director such Duties as he shall deem necessary.

(g) He shall during short absence of the General Secretary or the National Mission’s Director not exceeding six (6) months be responsible for appointing an Acting General Secretary or an Acting National Mission’s Director from among the Executive Council Members or senior ordained district ministers.

(h) Subject to the provisions of this constitution, he may take decisions and actions with any Regional Superintendent where disciplinary or other action is urgently required in the Region and afterwards report to the National Executive Council.

(i) He shall organize retreats, seminars, and prayer sessions for National/Regional/ District and Local Ministers.

(j) He may issue pastoral and circular letters as and when he deems necessary.

(k) He shall confer with the General Secretary and the National Mission’s Director on matters concerning the government and outside bodies.

(l) He shall give a formal address on the state of the Church at every General Council meeting.


11.1.4  ELECTION

(a) The National Executive Council, Regional heads and District Pastors regulating its own proceedings shall, after prayerful consideration, present eligible candidate(s) to the Electoral College for open discussions and secret balloting.

(b) Members of the National Executive Council, ordained ministers, and licensed ministers, a considerable number will be selected from every district per the size and number of the districts, two national heads from every ministry shall constitute an electoral college.

(c) Elections at the Electoral College shall be done by a secret ballot supervised by an electoral commission appointed by the Executive Council. Elections at the Electoral College shall be by two thirds ( ) majority.

(d) Where there is a directive prophecy on a candidate, it shall be judged on its own merits by the Electoral College. The said candidate when accepted by the Electoral College shall be presented to the General Council to be voted upon.


11.2  VOTING

The Election shall be by secret balloting.


11.3 TERM OF OFFICE

The General Superintendent shall hold office for a term of five (5) years and may be re-elected for a further term only i.e. he shall not be elected to hold office for more than two (2) terms.


11.4 ABSENCE. INCAPACITATION OR DEATH

(a) During the absence or incapacitation of the General Superintendent, the Executive Council shall appoint an Acting General Superintendent for a period not exceeding one (1) year.

(b) In case of death, the General Council shall appoint a General Superintendent within three (3) months from the date of death.


11.5  DISCIPLINARY ACTION

(a)Should the General Superintendent abuse his office, it shall be the duty of the Executive Council to interdict him and appoint an independent body within the Church to go into the matter according to the constitution and the principles of the Church.

(b) The body so appointed shall report to the Executive Council within three (3) months.

(c) During the period of interdiction, an Acting General Superintendent shall be appointed by theNational Executive Council.

(d) If the General Superintendent is found guilty and the seriousness of the offence requires removal from office, the Nation Executive Council shall give him a written notice of his removal from office.

11.6   APPEAL

(a) The General Superintendent shall have the right to appeal to the General Council within one (1) month of the date of service of the removal notice.

(b) The decision of the General Council shall be final.

11.7   GENERAL SECRETARY

11.7.1 There shall be a General Secretary of the Church.

11.7.2   QUALIFICATION

He must be a mature minister with good standard of education.

He should possess all the qualities in 1 Tim. 3:1-7& Titus 1:6-9

11.7.3   FUNCTIONS

(a) He shall take minutes at the General and Executive Council Meetings

(b) He shall deal with the correspondence of the Church

(c) He shall be accountable to the General Superintendent for the head office administration

(d) He shall perform such duties as are assigned to Him by the General Superintendent and the Executive Council.

(e) He shall be an ex-officio member of all Ministries, Fellowships, Departments Boards and Committees.

(g) He shall keep the official seal of the Church.

(h) He shall report to the General Council on the performance of the headquarters administration.

(i)He shall prepare the agenda for General Council meetings in consultation with the General Superintendent.


11.7.4   ELECTION

(a) The National Executive Council, Regional Heads and District Pastors, regulating its own proceedings shall, after prayerful consideration, present eligible candidate(s) from the list of ordained ministers for the position of General Secretary to the General Council for approval.

(b) Members of the National Executive Council, Regional Heads, District Ministers, and Licensed Ministers, three approved leaders from every district, two national heads from every ministry, board, committee, fellowship and department shall constitute the Electoral College.

(c) Elections at the Electoral College shall be done by a secret ballot supervised by an electoral commission appointed by the National Executive Council. Elections at the Electoral College shall be by two thirds ( ) majority.


11.7.5   VOTING

It shall be by a secret ballot.

11.8   THE NATIONAL MISSIONS DIRECTOR

11.8.1 There shall be a National Missions Director as a Headquarters Officer of the Church.


11.8.2  QUALIFICATION

He shall be senior ordained minister of the Church


11.8.3   FUNCTIONS

(a) The National Missions Director shall be the secretary of the Missions Board, and shall record the minutes of the Board

(b) He shall prepare the agenda for meeting of the Board in consultation with the Board Chairman.

(c) He shall be accountable to the General Superintendent through the Missions Board for the administration of the National Missions.

(d) He shall be responsible for the provision of missionary information in official publications of the Board.

(e) He shall be accountable to the General Superintendent for all correspondence pertaining to the National Missions and any missionary work.

(f) By virtue of his office, he shall be an ex-officio member of each national council.

(g) He and the General Superintendent shall represent the Board and the Church in all matters relating to government or authorities where missionary activities are involved.

(h) He shall organize seminars and retreats for training ministers and officers.

(i) He shall implement decisions of the Board and perform such other functions and duties as may be directed by the General Superintendent and the National Executive Council

(j) He shall help the expansion of the Church through planting and missions.


11.8.4   ELECTION

(a) The National Executive Council, Regional Heads and District Pastors, regulating its own proceedings shall, after prayerful consideration present eligible candidate(s) from the list of ordained ministers for the position of National Missions Director to the General Council for approval.

(b) Members of the National Executive Council, Regional Heads, District Pastors, Licensed Ministers, two national leaders and three approved leaders from every district shall form an electoral college.

(c) Election at the Electoral College shall be by secret ballot supervised by the electoral commission appointed by the National Executive Council. Elections at the Electoral College shall be by two thirds () majority.


11.8.5   VOTING

It shall be by secret balloting.

MOVEMENTS, MINISTRIES AND FELLOWSHIPS

There shall be various movements, ministries and fellowships such as EVANGELISTIC MOVEMENT,YOUTH MINISTRY, WOMEN’S FELLOWSHIP, MEN’S FELLOWSHIP and CHILDREN’S MINISTRY within the Church of which every individual shall be a member.
